NA rushes through 4 bills amid boycott
The National Assembly made history of speedy legislation when it passed four bills in less than two hours. The bill included Pakistan Electronic Media Regulatory Authority (Amendment) Bill, 2005; Law Reforms Bill, 2007; Federal Public Service Commission (Amendment) Bill, 2005 and Pakistan Council of Research in Water Resources Bill, 2005. Dr Sher Afgan Khan Niazi, Minister for Parliamentary Affairs, laid the Pakistan Electronic Media Regulatory Authority (PEMRA) Amendment Bill, 2005, before the House. The assembly passed the bill after some resistance from Zafar Ali Shah of PPP-P. With the PEMRA bill passage, the cross-media ownership has been made legal. However, the PEMRA will prescribe standards and measures for the establishment of broadcast media stations, installation of broadcasting, distribution service or tele-porting equipment, transmitters, receivers, boosters, converters, distributors and common antennae. The PEMRA will also prescribe terms and conditions for the broadcast media or distribution service operators, who own, control or operate more than one media enterprise. The Authority, in addition to that, will define the circumstances constituting undue concentration of media ownership, abuse of powers and anti-competitive practices by media companies.

Courage in journalism by Rahimullah Yusufzai
It is an important function of the media to expose injustices, atrocities and corruption. The media should strive to unearth the truth about the killing of some of their brave colleagues. It will not be possible to bring to justice the powerful people behind some of these killings but exposing them will serve a useful purpose. At least, readers, listeners and viewers will know as to who are behind attempts to stifle the truth and would understand the risks involved in doing an honest job as journalists.
