  Pemra amendments still a threat by Dr Mahreen Bhutto
  “On countless occasions President General Pervez Musharraf was heard telling the nation that it was his government that issued licences to TV channels as well as liberty but recent events are contrary to his claims. This year is going to be an election year and the president is promising free, fair and transparent elections. But polls will hardly be regarded as free and fair if the media continues to receive a bashing at the hands of the government and there is no end of efforts to muzzle the press.”

SHC suspends order freezing TV channel’s accounts
  The Sindh High Court suspended on Monday an order freezing the bank accounts of a satellite television channel and issued notices to the respondent tax authorities for June 29. A division bench comprising Justices Mohammad Athar Saeed and Mrs Qaiser Iqbal also restrained the Central Board of Revenue and other respondents from recalling the CBR letter under which the Geo channel owners, M/s Independent Media Corporation (Pvt) Limited, claim to have satisfied their sales tax liability. The CBR reassessed the sales tax due from the channel at Rs285 million and ordered freezing of its owners’ bank accounts when it failed to pay off the amount. The company submitted through its counsel, Dr Mohammad Farogh Nasim, that it had already discharged its sales tax liability in terms of a CBR letter and no amount was outstanding against it. The counsel said the subsequent CBR order was an infringement of the freedom of expression and trade and the right to hold property guaranteed by Articles 17, 18 and 23 of the Constitution. The bench sought the respondents’ comments by June 29 and suspended the impugned order in the meantime.

Media code in 15 days: PBA
  The Pakistan Broadcasters Association (PBA) confirmed Monday that it would present the final voluntary self-regulating Code of Conduct on Electronic Media to Minister for Information and Broadcasting Muhammad Ali Durrani in 15 days after legal vetting by its counsel. This was stated by Mir Shakil-ur-Rahman, chairman PBA, at a meeting held here at the Ministry of Information and Broadcasting, says a press release. The meeting unanimously decided that a join committee comprising members of the PBA, Ministry of Information and Pemra will be constituted to finalise the Code. The meeting was attended by Federal Minister for Information and Broadcasting Mohammad Ali Durrani, State Minister for Information and Broadcasting Tariq Azeem Khan, Secretary Information Anwar Mahmood, Chairman Pemra Iftikhar Rasheed, DG (Enforcement) Pemra Rana Altaf Majeed, Mir Shakil-ur-Rahman of Geo TV, Salman Iqbal of ARY Digital, Arshad A Zuberi of Aaj TV, M Aslam Kazmi of KTN, Taher A Khan of TV One, Yousaf Beig Mirza of PTV, Syed Sarfaraz Hussain Shah of Apna TV, Jawad Hamid Raja of ATV Khyber, Abdul Karim of Sindh TV, Ilyas Shakir of Dhoom TV and Jamil Syed of PBA. APP adds: Welcoming the decisions of the meeting, Information Minister Muhammad Ali Durrani said neither the government has ever blocked positive criticism regarding policies and functioning of the government nor it has such mindset. Rather the government encourages difference of opinion, which fosters healthy environment.

  Govt executing media projects with dedication
  Federal Minister for Information and Broadcasting Muhammad Ali Durrani Monday said that the government is implementing all the media-related projects with true commitment and dedication. "The allocation of Rs. 5.94 billion for the media promotion is reflective of government's commitment to the media development projects. All such projects would benefit the media persons," he said while addressing the joint meeting of the Ministry of Information and Broadcasting and the executive committee of Pakistan Broadcasters Association (PBA). The meeting was held to formulize a code of conduct for the electronic media.

  CM orders speedy development at Journalist Colony
  Says Punjab government working for labourers’ rights | Balloting for journalists’ housing scheme held
Punjab Chief Minister Chaudhry Pervaiz Elahi has directed the officials concerned to speed up work on Lahore Press Club's housing scheme so that journalists can build their houses without any delay. Addressing a ceremony held in connection with balloting for allotment of plots in the housing scheme, at CM's House, he said work on journalists housing schemes in Rawalpindi and Multan was also in progress. "We want to complete the project in Lahore soon because it was the first scheme in the province," Elahi said. He also directed the officials to carry out work on the park and lake in the scheme on a war footing and said that he, along with officials concerned, would soon visit the site. The chief minister announced giving plots to widows of club members who died after work was started on the scheme as well as to new council members. Later the chief minister pressed the computer button to start balloting.

  Letter to Editor “Censoring live TV broadcasters”
  Muhammad Abd Al-Hameed comments, “Live broadcasting always has its hazards. What can the channels do to censor objectionable parts of a live broadcast? Since the problem is common to television channels everywhere, the solution was always available. It is called a time-delay machine. It allows you to delay a live feed 5-10 seconds, enough time to delete any objectionable portions before allowing the feed to go on air. The same can be done for radio broadcasts. Thus, the live broadcast continues while the producer or editor makes deletions wherever necessary. PEMRA should now ask all licensed television and radio channels to install time-delay machines and censor even the live broadcasts that it may allow them in future.”

  Billboards installation in Pindi banned
  Installation of towering billboards in the cantonment area has been banned till the end of monsoon season, it was officially learnt here. The decision in this regard had been taken at a meeting held on Monday, keeping in view the storm that wrought havoc in Karachi. Huge billboards fell causing casualties and destroying property in the city. The meeting was also attended by commanding officers of Rawalpindi and Chaklala cantonment boards. Station Commander Rawalpindi Brig Sajjad Azam held a meeting with billboard owners and advertisers, during which he issued ‘clear and loud’ directives to them to adopt necessary safety measures in order to protect the public from any possible disaster during the monsoon season. He asked them to strengthen the existing billboards and refrain from installing new ones.

  Letter to Editor “Don’t ignore the signs!”
  Ali Gujjar, “The Punjab government’s announcement that hoardings in Lahore will be surveyed in the wake of the havoc they have caused in Karachi is a step in the right direction. But it is a small step. The subject of hoardings has been a controversial one for some time now. In the first place, citizens have questioned why proceeds from hoardings go to the PHA and not the city district government. Then, despite the announcement of various guidelines and a brief ‘suspension’ of installations of hoardings in 2004, it is clear that there are too many of them in the city and not a few dangerous. With the monsoon season upon us, we need to question anew what kind of hoardings are permissible and where, in highly populated areas, and who should be responsible for authorising and maintaining them. With the example of Karachi before us, Lahore’s residents should be extremely concerned about this matter, any negligence regarding which would be criminal.”
